On January 20, Ye Niuping, Mayor of Xi’an, met with a delegation led by Qian Xiaojun, Founder and Chief Executive Officer of Beijing United Information Technology Co., Ltd. (IBI).
Both sides expressed that, leveraging Xi’an’s advantages of abundant science and education resources, a complete industrial system, and strong innovation capabilities, and fully utilizing IBI’s mature operating models and rich platform resources in areas such as industrial e-commerce, digital supply chains, and industrial big data, they will deepen data-driven empowerment, strengthen industrial collaboration, and promote the deep integration of technological innovation and industrial innovation.
They will continue to strengthen pragmatic cooperation in fields including digital economy development, industrial digital transformation, and cross-border commodity trading, accelerate the deep integration of the digital economy and the real economy, drive the agglomeration and development of more upstream and downstream enterprises along industrial chains, and strive to contribute to Xi’an’s high-quality economic development and the transformation and upgrading of traditional industries.

Qujiang New District and IBI Sign an Agreement to Build a New High Ground for the Digital Economy in Shaanxi
On the morning of January 20, a strategic cooperation signing ceremony between Xi’an Qujiang New District and Beijing United Information Technology Co., Ltd. (IBI) was held at the Administrative Committee of Qujiang New District.
Attendees at the signing ceremony included Wang Qinghua, Secretary of the Party Working Committee of Qujiang New District; Li Tiejun, Director of the Administrative Committee of Qujiang New District; Qian Xiaojun, Chief Executive Officer of IBI; Wan Li, Partner of Beijing Xinyuan; and Wang Ting, Senior Vice President of IBI.
IBI is one of China’s Top 500 Enterprises, focusing primarily on B2B operations. The company operates industrial information service platforms, industrial e-commerce platforms, and digital technology service platforms, and was listed on the Shanghai Stock Exchange Main Board in 2019. It has been recognized by the capital market as “the first industrial internet stock on the A-share market.”
With strong support from provincial and municipal leaders and relevant departments, Qujiang New District and IBI reached this strategic cooperation agreement. Leveraging the industrial characteristics of “cultural tourism industry + digital economy” in Qujiang New District, both parties will actively utilize IBI’s strong operational models and rich platform resources in industrial e-commerce, digital supply chains, and industrial big data.
Through the establishment of the IBI Shaanxi Digital Economy Headquarters Project in the Qujiang E-sports Industrial Park, the cooperation will drive the agglomeration and development of more upstream and downstream enterprises along industrial chains.
Taking the introduction of this project as an opportunity, Qujiang New District will further promote industrial structure upgrading, vigorously develop the digital economy, platform economy, and headquarters economy, and promote the region’s transformation toward producer services.
