Argentine Justicialist Party and Merlo City Delegation Visits Fengtai Government and Business Join Hands to Expand New Horizons for China–Argentina Cooperation

On November 17, Gustavo Menéndez—Secretary of International Relations of Argentina’s Justicialist Party and Mayor of Merlo City, Buenos Aires Province—led a delegation to visit Beijing’s Fengtai District. The delegation toured IBI and held a meeting with Lin Yanhong, Deputy District Mayor of Fengtai. Pan Yong, Director, Board Secretary, and Senior Vice President of IBI, accompanied the visit. Both sides held in-depth discussions on trade cooperation, industrial alignment, and sister-city development, reaching multiple points of consensus.

The delegation first visited IBI, gaining a detailed understanding of the company’s achievements in digital supply chains, cross-border e-commerce, green industries, and its innovations in international trade services and industrial digital transformation. Mayor Menéndez highly praised IBI’s platform capabilities and technological strengths. He noted that Merlo—an important industrial hub in Buenos Aires Province—features strong advantages in agricultural processing, manufacturing, and logistics. IBI’s expertise in digital services and global resource integration aligns closely with Merlo’s development needs. He expressed strong interest in building a practical cooperation bridge to promote two-way flows of high-quality resources.

During the meeting, Deputy District Mayor Lin Yanhong expressed her warm welcome to the delegation and introduced Fengtai’s strengths in technological innovation, modern services, and international engagement. She emphasized that as a key driver of southern Beijing’s development, Fengtai enjoys significant location advantages and growth potential, and is committed to contributing “Fengtai strength” to deepening China–Argentina cooperation and exploring mutually beneficial cooperation models.

Mayor Menéndez praised China’s development achievements and sincerity in cooperation. He stressed that the Justicialist Party has always valued relations with China and will promote comprehensive exchanges between Argentine local governments and China. He noted that Merlo has a solid industrial foundation and vast development space, and will facilitate Chinese enterprises seeking to invest locally—especially in cross-border agricultural trade and industrial digitalization. He also hopes to expand cooperation in culture and education to strengthen people-to-people ties at the local level.

Homero Koncurat, diplomat of the Embassy of Argentina in China, also attended the meeting. He remarked that Fengtai’s industrial advantages and openness are impressive, and that Argentina possesses strong potential in agriculture and manufacturing. He looks forward to creating more cooperation platforms between Fengtai and Argentine regions to deliver practical benefits to both peoples.

Pan Yong, Director, Board Secretary, and Senior Vice President of IBI, introduced the company’s development history and core businesses. Based on the complementary strengths of both sides, leaders of IBI’s agricultural-related platforms—including Feidoodoo (FDD) and Lydodo—proposed concrete cooperation plans:
• leveraging the complementarity between Argentina’s high-quality soybeans, beef, and other agricultural products and China’s fertilizers and agrochemicals to expand bilateral trade and explore overseas warehouse development to support Argentine products entering global markets;
• jointly building industrial parks focused on agricultural processing, fertilizer manufacturing, and digital logistics to promote industrial chain collaboration, increase value-added production, and enhance Argentina’s digital capability.

Yin Haifeng, Vice President of IBI and CEO of Feidoodoo, along with Cui Xijing, Assistant to the President, and other relevant leaders attended the meeting.

In recent years, Fengtai District has actively supported China’s overall diplomatic efforts, deepened international cooperation, and strengthened platforms for telling the “Fengtai story” and attracting foreign investment. This visit not only established a long-term communication mechanism between Fengtai and Merlo City, but also enriched the substance of China–Argentina local cooperation, injecting fresh momentum into the two countries’ comprehensive strategic partnership.
