IBI Undertakes the Development and Operation of the "Qianfan Plan" Online Service Platform Commissioned by the Zhongguancun Management Committee
On June 16, 2020, the Zhongguancun Management Committee (ZMC) launched the "Qianfan Plan" via an online press conference. ZMC Director Zhai Lixin, Deputy Director Zhu Jianhong, along with representatives from the hosting organization and participating units, attended the event.
IBI (Stock Code: SH.603613), commissioned by the ZMC, has exclusively undertaken the development and operation of the "Qianfan Plan" online service platform on a public welfare basis.
The "Qianfan Plan" is hosted by the ZMC and addresses the major challenges faced by small and medium-sized tech enterprises, including insufficient orders and high costs. The plan, in collaboration with large enterprises, incubators, and tech service agencies, focuses on core needs such as orders and services. The core content is encapsulated in the “Hundred, Ten, Thousand” structure: large enterprises provide 100 billion yuan in orders, incubators and other tech service institutions provide 10 billion yuan in service packages, and over 1,000 entrepreneurs offer mentorship to help 10,000 small and medium-sized enterprises set sail and compete.
At the request of the ZMC, IBI has actively participated and undertaken the responsibility of developing and operating the "Qianfan Plan" online service platform, providing full technical support and related services to help Zhongguancun’s tech enterprises overcome the impact of the pandemic and assist in resuming work and production for sustained development.
The Online Service Platform of the "Qianfan Plan" is Now Live
The platform has now been registered with the Ministry of Industry and Information Technology and is accessible. It covers 11 industry sectors and is divided into two main categories: orders and services, offering supply-demand data. As of June 16, nearly 4,000 incubators and enterprises have been invited, integrating over 17,000 pieces of business data, with data continuously increasing.
The platform's first phase of functionality includes basic features such as membership registration and information display, along with the following key features:

Multi-dimensional Information Intelligent Matching System
This system uses several dimensions including industry sector, information type, and product or technology keywords to ensure optimal matching, reflecting the true value of the information. This system is currently under continuous optimization. -
Automatic Membership Document Verification System
This system uses AI image recognition algorithms to identify business license information submitted by members, improving verification efficiency. -
Intelligent Information Pre-review System
Using weighted algorithms and keyword databases, this system pre-reviews the information to ensure that displayed data is reasonable and compliant, enhancing work efficiency.
Future Development
In the future, IBI’s technical team will maintain close communication with the ZMC and partner units, continuously improving the platform's usability to meet diverse user needs. IBI will also leverage its existing industrial internet ecosystem, including IBI Resource Network, Duodudu E-commerce, and IBI Cloud, to actively promote and empower the platform.
"Sailing Together, Competing in the Wind," the Qianfan Platform is expected to become a benchmark project for innovation and service in the tech sector, driven by the correct leadership of the ZMC and the concerted efforts of all involved parties.
