IBI Signs Strategic Cooperation Agreement with Rizhao Municipal People’s Government
On May 17, IBI (Beijing United Information Technology Co., Ltd.) signed a strategic cooperation agreement with the Rizhao Municipal People’s Government. The agreement was signed by Qian Xiaojun, President of IBI, and Liu Zhaoliang, Member of the Standing Committee of the Rizhao Municipal Party Committee and Vice Mayor of Rizhao. The signing ceremony was hosted by Cui Lili, CEO of IBI Metallurgical Industry Network.
During the visit, the Rizhao delegation toured IBI’s Data Center, reviewed Duoduo Platform’s operational data, and learned about its industrial chain application scenarios and digital service system. Both parties then held an in-depth discussion to explore potential areas for cooperation.

Qian Xiaojun, President of IBI, warmly welcomed the visiting officials and introduced the company’s three major business segments — the IBI Resource Network (Industrial Information Platform), Duoduo Vertical E-commerce Platforms, and the IBI SaaS Services (Digital Technology Platform).
He noted:
“IBI is rooted in industrial e-commerce and driven by big data. For over a decade, we have provided online industrial product trading, business information services, and digital technology services to multiple industries. Our offline exhibitions have also become effective channels for connecting with the industrial chain. As a new foundation in the digital era, the industrial internet is reshaping industries. Last year’s Steel Conference, successfully held in Rizhao with strong government support, is clear evidence of that success. We look forward to expanding our collaboration into more industrial sectors.”
Liu Zhaoliang, Member of the Standing Committee of the Rizhao Municipal Party Committee and Vice Mayor of Rizhao, fully recognized IBI’s achievements and commented:
“Industrial digitalization is both an opportunity and a bridge. It plays a vital role in upgrading traditional industries, cultivating new business models, and enhancing commerce and logistics. The deeper we understand IBI, the more collaboration opportunities we discover. The Rizhao Municipal Government will continue to support IBI’s business expansion in Rizhao. We look forward to closer cooperation in steel, energy and chemical industries, and cross-border sectors, fostering industrial modernization, digitalization, and intelligent development.”
Through constructive dialogue, both parties agreed to leverage their respective strengths to establish a long-term, close, and stable strategic partnership, advancing pragmatic cooperation and achieving shared growth.
