Duoduo Cloud Factory Expands Again! IBI’s Toodudu Signs Strategic Cooperation with the Yumen Municipal Government on the Carbon Industry Chain Project
On July 10, IBI’s Toodudu and the Yumen Municipal Government jointly held a Cloud Factory Strategic Cooperation Signing Ceremony, presided over by Yang Dejie, Executive Deputy Mayor of Yumen City. Liu Zhai, Senior Vice President of IBI and CEO of Toodudu, signed the Carbon Materials Digital Cloud Factory Strategic Cooperation Agreement with Chen Yitao, Chairman of Gansu Jinlitong Carbon Material Technology Co., Ltd. (Jinlitong).
Industrial Foundation and Project Background
Located in the northwest of Gansu Province, Yumen City sits at the western end of the Hexi Corridor, a crucial energy artery. In recent years, with strong support from the municipal government, Yumen’s industrial economy has shown vigorous growth.
Jinlitong is the leading carbon materials enterprise in the region. Guided by the principle of “Strengthening the Core, Extending the Chain, and Building the Cluster,” the company leverages its proprietary technologies in refined asphalt, coal-based mesophase pitch, premium needle coke, lithium battery anode materials, and pitch-based carbon fibers, forming a comprehensive production line that converts coal tar into multiple high-value carbon-based materials. This flexible and efficient model allows dynamic adjustment of production ratios in response to market demand, maximizing the advantages of Yumen’s rich coal tar resources.
Digital Cloud Factory Strategy
The Digital Cloud Factory is a core pillar of the Duoduo Platform’s industrial internet ecosystem. Earlier in 2021, IBI launched its “100 Cloud Factories Construction Plan.”
This cooperation establishes a digital service hub for Toodudu within Yumen’s carbon industry chain.
According to the agreement, the partnership between Toodudu and Jinlitong will be implemented in three phases:

These phases aim to progressively achieve digital transformation of trading, supply chains, and production, leading to integrated digital operations powered by the platform’s technological capabilities.
Leaders’ Remarks
During the signing event, Yang Dejie, Executive Deputy Mayor of Yumen City, congratulated both parties on the successful launch of the project, stating:
“Industrial digitalization is advancing rapidly across China. As a leading industrial internet enterprise, IBI’s collaboration with Yumen’s local businesses to pioneer a digitally integrated cloud factory model sets a strong example. We look forward to deepening cooperation with IBI in local park digitalization, supply chain digitization, and industrial ecosystem development.”
Liu Zhai, Senior Vice President of IBI and CEO of Toodudu, remarked:

We are committed to making this a flagship project for the construction materials park and Yumen City as a whole. Through our cooperation with Toodudu, we will achieve complementary strengths and share the dividends of industrial internet growth.”

The signing ceremony was also attended by Li Jianjun, Director of Yumen City Construction Materials Park Administrative Committee; Wang Xueping, Chairwoman of Xinjiang Jianzhi Zhongyi Petrochemical Co., Ltd., a Toodudu mixed-ownership partner; Huang He, General Manager of Zhongyi; and Li Qing, Vice President of Toodudu.
This collaboration marks another milestone in IBI’s national Cloud Factory initiative, further expanding the digital footprint of the Duoduo industrial internet ecosystem across China’s energy and materials sectors.
