Promoting Digital Supply Chain Ecosystem Development — IBI Signs a Strategic Cooperation Agreement with Longcheng District, Chaoyang City
On July 24, the China (Chaoyang) Logistics and Supply Chain Finance Annual Conference & Modern Logistics High-Quality Development Forum opened at the Phoenix International Hotel in Chaoyang City, Liaoning Province. Pan Yong, Senior Vice President of Beijing United Information Technology Co., Ltd. (IBI), attended the event as a guest speaker and, on behalf of the company, signed a strategic cooperation agreement with the People’s Government of Longcheng District, Chaoyang City, to jointly promote the construction of the “Liaoning–Hebei–Inner Mongolia Regional Logistics Center” and the development of the Duoduo Platform digital supply chain ecosystem based on this initiative.
Building the “Liaoning–Hebei–Inner Mongolia Logistics Center”
According to the plan, Longcheng District will serve as the core functional area for logistics operations, forming the backbone of Chaoyang’s transformation into a “Regional Logistics Hub for Liaoning, Hebei, and Inner Mongolia.” This project represents a key strategic priority of the Chaoyang Municipal Party Committee and Government.
The Western Bulk Logistics Zone, adjacent to Jinzhou Port, is a vital node along the New Northeast Land–Sea Corridor, and will become another cornerstone of IBI’s Duoduo Platform digital supply chain system within its broader industrial internet ecosystem.
IBI’s Expanding Digital Supply Chain Ecosystem
Since early 2021, IBI has been actively advancing its “Platform–Technology–Data” strategic framework, focusing on the digital supply chain ecosystem.
Notable recent initiatives include:

Collaborating with Zhongsi Jingang Group to launch China’s first ethanol CA delivery system and build an intelligent digital port storage system;

Partnering with Baowan Smart Supply Chain, a subsidiary of Nanshan Holdings (002314.SZ), to establish the first Bohai Rim Resin Digital Cloud Warehouse;

Developing regional center warehouses and digital distribution warehouse systems to enhance logistics efficiency nationwide.
The strategic cooperation with Longcheng District further strengthens the northeast regional layout of the Duoduo Platform’s digital supply chain ecosystem, improving connectivity between port logistics, warehousing, and industrial manufacturing zones.
Insights from IBI’s Executive Speech
During his speech at the conference, Pan Yong, Senior Vice President of IBI, elaborated on how the Duoduo Platform supports digital supply chain ecosystem construction within the industrial internet framework, particularly emphasizing its role in optimizing the allocation of industrial and financial resources.
He stated:
“Traditional SMEs often face major financing challenges, such as high due diligence costs, high financing costs, unstable operations, limited regulatory visibility, and fully pledged assets.
The Duoduo Platform, rooted in deep integration with the manufacturing sector, leverages transaction services as its foundation, technological innovation as its driver, and industrial big data as its backbone. This creates an ideal environment for improving financing services for SMEs.
We aim to collaborate with all partners to jointly build an industrial–financial technology platform that primarily benefits SMEs within the industrial value chain and enterprises across the Duoduo ecosystem.”

Conference Overview
The event, themed “Openness, Collaboration, Connectivity, and Empowerment,” was co-hosted by the China Federation of Logistics & Purchasing (CFLP) and the Chaoyang Municipal People’s Government.
Distinguished attendees included Zhang Shuping, Secretary of the Chaoyang Municipal Party Committee; He Liming, President of CFLP; and leaders from the Ministry of Transport, Ministry of Commerce, Ministry of Industry and Information Technology, China Banking and Insurance Regulatory Commission, and Liaoning Provincial Government, who delivered keynote remarks at the opening ceremony.
