CPPCC Holds Special Consultative Meeting on Promoting the Sustainable and Healthy Development of the Digital Economy

According to CCTV News, on May 17, the Chinese People’s Political Consultative Conference (CPPCC) held a special consultative meeting in Beijing themed “Promoting the Sustainable and Healthy Development of the Digital Economy.”
Wang Yang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the CPPCC National Committee, attended and delivered a speech.

He emphasized the need to thoroughly study and understand General Secretary Xi Jinping’s important instructions on developing the digital economy, to scientifically assess the current situation, strengthen confidence in development, and dialectically handle the relationship between development and security. He called for continued efforts to expand, strengthen, and optimize the digital economy, enabling it to better serve and integrate into the new development paradigm and drive high-quality growth.


Nearly 100 CPPCC members attended the meeting. 29 members and experts delivered speeches, and over 140 members submitted their opinions via the CPPCC online performance platform.

Members agreed that China’s digital economy holds a firm leading position globally and enjoys broad prospects for future growth. They suggested leveraging the advantages of the new national system and China’s super-sized market, accelerating breakthroughs in core technologies, and maintaining control over the independent development of the digital economy.

They also called for deep integration between the digital and real economies, encouraging digital transformation of small and medium-sized enterprises, and fully unlocking the potential of the industrial internet to empower equipment, enterprises, and industries with new-generation information technologies.

Additionally, they highlighted the importance of clarifying data ownership, usage rights, operational rights, and income rights, stimulating corporate innovation while ensuring national cybersecurity and data protection. Members also advocated for strengthening international cooperation in the digital economy and actively participating in global digital governance.


Liu He, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, also attended and addressed the meeting. He noted that the global digital economy is exhibiting new trends such as intelligentization, quantization, and cross-sector integration.

He emphasized the need to adapt to the comprehensive transformations brought by digitalization, make breakthroughs in key core technologies, and support the healthy development of the platform and private economies. He further stressed the importance of properly managing the relationship between the government and the market, supporting digital enterprises in listing domestically and internationally, and fostering innovation through openness and competition.


Zhang Qingli, Vice Chairman of the CPPCC National Committee, presided over the meeting.
Leaders from relevant departments of the CPC Central Committee and the State Council attended to hear opinions and engage in discussions with the CPPCC members.
