On the afternoon of December 14, the launch ceremony for accelerating the construction of the “Silk Road E-commerce Pilot Cooperation Zone” in Pudong New Area was held at the Shanghai Tower. The event was attended by Zhu Zhisong, Member of the Standing Committee of the CPC Shanghai Municipal Committee and Secretary of the CPC Pudong New Area Committee; Wu Jincheng, Deputy Secretary of the CPC Pudong New Area Committee, Acting District Mayor, and Deputy Secretary-General of the Shanghai Municipal Government; Chen Yiwei, Second-Level Inspector of the E-commerce Department of the Ministry of Commerce; Zhu Min, Director of the Shanghai Municipal Commission of Commerce; and Zhang Xi, Deputy Director of the China (Shanghai) Pilot Free Trade Zone Administration and Director of the Bonded Zone Administration. Representatives from Alibaba International Digital Commerce Group, Pinduoduo, JD.com, IBI, and other enterprises attended the event to witness the launch of the core functional area of the Pilot Zone.

The “Silk Road E-commerce” initiative is a major measure for deepening Belt and Road cooperation and a significant opportunity for Shanghai to strengthen its role as one of China’s “Five Centers.” On October 17, the State Council approved the establishment of the “Silk Road E-commerce Pilot Cooperation Zone” in Shanghai, designating the customs special supervision areas within the China (Shanghai) Pilot Free Trade Zone as the core functional area. This represents another important national mission assigned to Pudong. Pudong will fully leverage its advantages in institutional innovation, business clustering, and comprehensive services to build the functional core area to high standards, aiming to establish the “Four Zones and One Hub”: an International E-commerce Rules Practice Zone, an International Trade Innovation Zone, a Comprehensive Service Demonstration Zone, an International Talent Cluster, and a Bridgehead for Two-way Investment.

At the event, the Action Plan for Promoting the Construction of the Silk Road E-commerce Pilot Cooperation Zone in Pudong New Area was released. Ceremonies were also held for the establishment of the Overseas Warehouse Service Alliance and the Cooperation Training Center, as well as the inauguration of a Financial Comprehensive Service Station. Pudong New Area signed cooperation agreements with key partners and the China International Electronic Commerce Center, officially launched the Pilot Zone’s online portal, and held the inauguration ceremony for the Pilot Zone.

As part of this effort, IBI, together with Alibaba International Digital Commerce Group, Pinduoduo, JD.com, and five other major platforms, signed an agreement with the Pudong New Area Commission of Commerce and the Bonded Zone Administration of the Shanghai Pilot Free Trade Zone to become a Partner in the construction of the “Silk Road E-commerce Pilot Cooperation Zone,” jointly contributing to the high-quality development of the project.

Leveraging the industrial strengths of its Duoduo e-commerce platforms and the resource advantages of Belt and Road countries, IBI has in recent years actively expanded its cross-border business along the Belt and Road. The company has already established operations in Southeast Asia, South Asia, Central Asia, Central and Eastern Europe, and Africa. In November, IBI signed a strategic cooperation agreement with Shandong Port Overseas Group and Abu Dhabi Ports Group to promote a new “industrial belt + cross-border e-commerce” model.

By becoming a Partner in the Pudong “Silk Road E-commerce Pilot Cooperation Zone,” IBI will further strengthen its “industrial belt + cross-border e-commerce” strategy, enabling upstream and downstream enterprises to reduce costs and improve efficiency through cross-border platforms, achieve high-efficiency collaboration between domestic and international markets, and contribute to the high-quality development of the Belt and Road Initiative.
