Ili Prefecture Holds Symposium on Promoting High-Quality Development of Horgos Economic Development Zone — Prefectural Leaders Visit IBI Horgos Digital Economy Headquarters

On September 20, the CPC Ili Kazakh Autonomous Prefecture Committee organized leaders of the four leading bodies of the prefecture, together with responsible officials from counties, cities (ports), industrial parks, and relevant departments, to conduct a research visit to the Horgos Economic Development Zone and hold a symposium. Yang Xiuli, Secretary of the CPC Ili Prefecture Committee, and Yershat Tursonbay, Governor of Ili Prefecture, led the delegation — including members of the four leading bodies and principal leaders of the eight counties and three cities — to visit the IBI Horgos Digital Economy Headquarters. Pi Lüping, Mayor of Horgos City; Sun Yonghong, Director of the Bureau of Commerce; and Yang Xiaoping, General Manager of Toodudu Xinjiang, accompanied the entire visit.

During the tour, the visiting leaders, in light of the guiding principles of the symposium on promoting the high-quality development of the Horgos Economic Development Zone, engaged in extensive exchanges on the practical achievements and leadership value of industrial digital economy platforms, such as IBI, in building new quality productive forces. They also expressed expectations for the driving role of industrial internet platform enterprises in industrial innovation and upgrading.

Yang Xiaoping, General Manager of Toodudu Xinjiang, gave a detailed briefing to the visiting leaders on IBI’s strategic layout in 2024, leveraging the advantages of the Free Trade Zone and cross-border operations. He stated:

“IBI’s Duoduo platform actively focuses on industries such as automotive equipment, construction machinery, and cross-border building materials. Through the cross-border e-commerce platform model, our platforms are enabling industrial chains to expand from Horgos into markets in Central Asia, West Asia, Russia, Europe, and other geographically connected countries. By implementing a cross-border expansion strategy, we are driving the landing of industrial ecosystems in Ili, strengthening its role as a pivot in cross-border trade along the Belt and Road.”

He further noted:

“Relying on the advantages of the Horgos Free Trade Zone, Development Zone, and Cooperation Zone, and leveraging the services of the Comprehensive Bonded Zone, we are building industrial chain clusters. The Duoduo platform supports enterprises in raw material procurement and finished product sales. As an upstream supplier to Douyin International and Alibaba Cloud, we are helping China’s industrial belts go global via livestreaming and e-commerce platforms, expanding into West Asia, Europe, and the Middle East, and enhancing the global competitiveness of regional industries.”

As Ili Prefecture actively advances industrial upgrading and cross-border trade development, the CPC Prefecture Committee and the prefectural government fully recognized the Duoduo platform’s business model and development approach, and welcomed more Duoduo platforms to be established in Horgos. They expressed the hope that, through joint efforts by government and enterprises, greater breakthroughs would be achieved in areas such as bonded warehouse construction, cross-border trading platform development, and foreign exchange settlement. They also pledged strong support for IBI’s plan to build the Ili Zero-Carbon Vanadium-Titanium Industrial Park.

This visit demonstrated Ili Prefecture’s strong emphasis on cross-border business development and the joint efforts of government and enterprises to achieve new breakthroughs in cross-border e-commerce, industrial upgrading, and international trade, thereby driving local economic growth.
