Data-Driven Industrial Digitalization: IBI’s Path of Data Element Practices
On October 9, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Accelerating the Development and Utilization of Public Data Resources, marking the first systematic deployment at the central level for the development and utilization of public data resources.
The Opinions state that by 2025, a preliminary institutional framework for the development and utilization of public data resources will be established, with increasingly enriched data products and services, the cultivation of a group of data-element-based enterprises, and the initial manifestation of the role of public data resources as key production factors.
By 2030, the institutional framework will be more mature, a comprehensive system for resource development and utilization will be in place, data circulation and usage will be compliant and efficient, and public data will fully play its role as a factor in empowering the real economy, stimulating consumer demand, expanding investment opportunities, and enhancing governance capabilities.

Exploring the Unlimited Potential of Big Data: Proprietary Technologies
IBI has developed solid and effective patented technologies, such as the Industrial Production Data Resource Processing Method, System, and Storage Medium, the Smart Manufacturing Industrial Production Data Collection and Analysis Method, Device, and Computer Storage Medium, and the Big Data-Based Information Processing System and Method. IBI Co-Founds the First “Industrial Internet Data Zone” in a Domestic Data Exchange and Wins the “2024 Outstanding Data Provider” Award
In August 2024, under the guidance of the Industrial Internet Branch of the China Information Association, IBI and Guiyang Big Data Exchange jointly launched the first industrial internet-focused data cluster in a domestic data exchange — the “Industrial Internet Data Zone.” The platform integrates “data base R&D + real data application scenarios + industry ecosystem co-construction” to foster deep integration and innovative interaction among data, industrial, supply, and capital chains. IBI, along with China Telecom, China Mobile, Cloud Guizhou, and Yunjihuahai, was honored as a “2024 Outstanding Data Provider” by Guiyang Big Data Exchange.
IBI Named a “Beijing Digital Literacy and Skills Training Base”
In June 2024, the Beijing Municipal Committee of the Communist Party of China’s Cyberspace Affairs Commission announced the “2024 Top Ten Beijing Digital Literacy and Skills Training Bases.” IBI, together with Beijing International Data Exchange, Lenovo, and Beijing Big Data Center, was successfully named to the list and attended the award ceremony.
Industry Data Element Research Group Visits IBI and Energy Chain Group
In March 2024, the Preparatory Group of the Industrial Internet Branch of the China Information Association, together with the Data and Technology Support Center of the Cyberspace Administration of China, the National Industrial Information Security Development Research Center, and the Institute of Internet Industry at Tsinghua University, formed a special research group to visit IBI and Energy Chain Group for research and exchange.
IBI Receives the First Batch of Data Asset Registration Certificates for the China Industrial Data Zone
In June 2023, IBI received one of the first Data Asset Registration Certificates issued for the China Industrial Data Zone, marking a solid step forward in the field of industrial data elements and reflecting its ongoing commitment to promoting industrial digitalization.
IBI Named a Member Unit of Two Working Groups of the MIIT Key Laboratory for Industrial Big Data Analysis and Integrated Application
In June 2022, the National Industrial Information Security Development Research Center announced the 2022 member units for the Ministry of Industry and Information Technology’s Key Laboratory for Industrial Big Data Analysis and Integrated Application. IBI was named a member unit in the working groups for “Integration of Big Data and the Real Economy” and “Digital Supply Chain.”

Following the release of the draft Three-Year Action Plan on “Data Elements ×” (2024–2026) by the National Data Bureau for public consultation, relevant explorations and pilots have been carried out under a nationwide, coordinated approach — leveraging data to empower industries, promoting innovation through digital means, maximizing the multiplier effect of data elements in digital economic development, and fostering a new development pattern for data elements.

On October 25, 2023, the National Data Bureau was officially inaugurated in Beijing, making data one of the five core factors of production alongside land, labor, capital, and technology.
