Setting Sail on a New Journey — IBI Xinjiang Digital Economy Headquarters Established in the 12th Division of the Xinjiang Production and Construction Corps (Urumqi)
Recently, the IBI Xinjiang Digital Economy Headquarters was officially inaugurated in the 12th Division of the Xinjiang Production and Construction Corps (XPCC) in Urumqi. At the unveiling ceremony, Jing Li, Director of the Financial Office of the Party Committee of the XPCC and Secretary of the Financial Work Committee of the Party Committee of the XPCC; Hao Jianmin, Secretary of the Party Committee and Political Commissar of the 12th Division; Hou Guojun, Deputy Secretary of the Party Committee and Division Commander of the 12th Division; Wang Xuyang, Member of the Party Leadership Group and Deputy Director of the Bureau of Commerce of the XPCC; Song Dongmei, Member of the Party Leadership Group and Deputy Director of the Bureau of Data of the XPCC; Qian Xiaojun, Founder, CEO & President of IBI; and Li Qing, General Manager of IBI Xinjiang, jointly unveiled the nameplate for the new headquarters.
The event was attended by more than 90 representatives from the industrial supply chain, including China State Construction Uzbekistan, PowerChina Shandong Electric Power Construction No.1 Co., Ltd., Shandong Hi-Speed Xinjiang Co., Ltd.; Inspur Industrial Internet, Xinjiang Sugon, Sichuan Changhong Jiahua, Beijing Wanjie Data; Zhichun Lithium, Risheng New Energy; Xinjiang Automotive Service Industry Association, Zhengzhou Dakar Car Rental, Dubai Hualun Interconnect Technology; Urumqi International Land Port Multimodal Transport, Jiangsu Zhongchao Holding Co., Ltd., Meilin United (Shenzhen) International Logistics Group, and Bank of Urumqi.
Speeches were delivered by Qian Xiaojun, Founder, CEO & President of IBI; Hou Guojun, Deputy Secretary of the Party Committee and Division Commander of the 12th Division; and Damdorov Karon, Chief Representative of the Beijing Representative Office of the Orient Bank of the Republic of Tajikistan.
Hou Guojun stated:
“In today’s era, the digital economy has emerged as a new engine and driving force for global economic growth, developing at an unprecedented pace, profoundly transforming production and lifestyles, and reshaping the global economic landscape. The 12th Division has always attached great importance to the development of the digital economy, seizing the historic opportunities of the digital age and continuously improving digital infrastructure. The inauguration of the IBI Xinjiang Digital Economy Headquarters marks another important milestone in the development of the Division’s digital economy, signifying a new stage and a higher level for the industry in our region.”
Damdorov Karon noted:
“Tajikistan is one of China’s important neighbors. Over the years, friendly cooperation between China and Tajikistan has contributed significantly to peace and stability in Central Asia, as well as to regional economic development and cooperation. Xinjiang’s geographical advantage serves as a strong bond and key bridge linking China and Tajikistan. The Orient Bank has established a strategic partnership with IBI, and we hope that, with the establishment of IBI’s Xinjiang Headquarters as a starting point, both sides will further advance cooperation and make greater contributions to the economic and trade relations between the two countries.”
In his address, Qian Xiaojun introduced IBI’s overall strategic plan for leveraging the advantages of the 12th Division and Xinjiang as a strategic high ground, targeting Central Asia, and deeply engaging in the Silk Road Economic Belt. He remarked:
“Xinjiang boasts abundant industrial resources and is located at a pivotal hub of the Belt and Road Initiative. Combined with the 12th Division’s advantageous location, favorable business environment, and vibrant momentum in the industrial digital economy, we are confident in further strengthening three growth curves in Xinjiang: industrial e-commerce, industrial digitalization, and cross-border industrial belt operations. Our goal is to make the Xinjiang Digital Economy Headquarters a benchmark model for regional industrial digital economy development, demonstrating the value of enterprises in deeply integrating the digital economy with the real economy.”
Peng Yan, Secretary of the Party Leadership Group and Director of the Bureau of Commerce of the 12th Division, gave an overview of the Division. She stated:
“Located in Urumqi, a key node city in the core area of the Silk Road Economic Belt, the 12th Division has always actively responded to the Belt and Road Initiative, making an export-oriented economy an important driver of high-quality economic development. Over the years, the Division has leveraged its advantages in the distribution of agricultural products, mechanical and electrical equipment, auto parts, steel, and new energy vehicles, targeting market demands in Central Asia, West Asia, and Russia. With innovations in Urumqi Customs clearance models, we have explored new outward-oriented economic models and promoted coordinated development of domestic and foreign trade. As the construction of the Free Trade Pilot Zone progresses, trade facilitation policies centered on institutional innovation are being continuously improved. New cross-border logistics models such as ‘one-stop’ customs clearance have greatly facilitated goods export, offering broad market prospects and huge development potential.”
During the ceremony, IBI and its Duoduo platform signed ten strategic cooperation agreements with the 12th Division, its state-owned enterprises, and domestic and overseas industrial chain partners. Starting from this milestone, IBI will focus on expanding industrial e-commerce in eight major sectors — bulk chemicals, light industry, agriculture and agricultural products, cold chain, new energy, new materials, biomedicine, and automotive equipment. The company will continue to deepen industrial digital economy practices, expand cross-border industrial belt operations, and form synergies in digital infrastructure and industrial fund management, contributing to the upgrading and dynamism of Xinjiang’s industrial ecosystem.
